Background:

The Division of Finance and Administration (DFA) is responsible for the planning, allocation and management of financial, human and administrative resources including information communications and technology, the effective and efficient delivery of essential operations services in UN Women, continuous development and improvement in operations, policies and methods to align with UN Women and stakeholders’ evolving business needs and advisory support to the Executive Director in the formulation and implementation of the UN Women overall mission, strategy and plans of actions.
Under the supervision and daily management of the Chief of Procurement and Travel Services, the Travel Specialist facilitates the implementation and continuous improvement of travel systems, processes, compliance frameworks, and staff capacity-building, while enabling efficient, cost-effective, safe and accountable travel arrangements. The incumbent provides authoritative guidance to Headquarters divisions, Regional Offices, Country Offices, ensuring consistent interpretation and application of the Duty Travel Policy and travel-related procedures or administrative instructions. The position contributes strategically to the modernization and optimization of travel services by leveraging automation, innovative technology, AI agents, data analytics, and user-centered process design.
The Travel Specialist collaborates closely with internal stakeholders within UN Women and the broader UN System, external travel management companies and service providers, auditors, donors, and other relevant parties as applicable. The role is central to UN Women’s commitment to efficiency, accountability, and enhanced service delivery, supporting the organization’s ability to rapidly respond to operational needs while maintaining a robust compliance and risk-management framework.
Key Functions and Accountabilities:
Provide policy guidance and authoritative advice on duty travel management
- Ensure full compliance of all duty travel activities with UN Women’s Duty Travel Policy, Financial Regulations and Rules, administrative instructions, and relevant UN system-wide guidance.
- Provide authoritative, case-specific policy interpretation to Headquarters, Regional Offices, Country Offices, including on complex, ambiguous, or precedent-setting travel cases.
- Draft and disseminate guidance notes, explanatory materials, SOPs, FAQs, and advisory circulars to ensure consistent interpretation and implementation of travel rules across all duty stations.
- Advise senior management on policy implications, compliance risks, systemic issues, and proposed mitigation measures emerging from travel operations.
- Promote the integration of policy requirements directly into digital workflows by (i) embedding rule logic into automated controls within Quantum, UNall, and related platforms, (ii) collaborating with IST to design policy-driven system validations and pre-checks, and (iii) enabling automated error handling and policy deviation prevention during the travel process.
- Contribute to the modernization of travel guidance through the introduction of (i) AI-enabled knowledge retrieval systems, (ii) policy chatbots capable of responding to common travel questions, and (iii) automated advisory agents supporting users with real-time clarification of rules.
- Ensure that high-risk travel, travel to hazardous locations, and travel involving medical or administrative exceptions is handled in alignment with UNDSS requirements and internal risk frameworks.
- Act as the organizational authority on travel exceptions and deviations, establishing clear thresholds, justification standards, and approval pathways to prevent misuse of “exceptional” travel requests while preserving operational flexibility.
- Proactively identify policy gaps arising from new travel realities (remote work, blended missions, emergency redeployments, multi-country itineraries, medical and security disruptions) and propose formal policy clarifications or revisions.
Oversee and provide effective management of global travel operations
- Provide operational oversight for travel transactions, including reviewing complex or escalated cases, and ensuring compliance before approval or onward processing.
- Monitor and evaluate performance of the Travel Management Companies (TMCs), ensuring adherence to service-level standards, quality benchmarks, and contractual obligations.
- Identify operational bottlenecks, recurrent errors, and emerging trends, and propose targeted, data-driven improvements to increase cost-efficiency and reduce administrative burden.
- Ensure optimization of travel workflows by mapping current processes and identifying redundancies or risks, introducing simplified and harmonized processes where feasible.
- Advance the digital transformation of travel operations by promoting automated approval routing based on mission type, risk level, or cost thresholds, AI-powered data extraction tools for travel documentation and receipts, machine-learning agents capable of flagging anomalies or inconsistencies.
- Support deployment of chatbots and virtual travel assistants to provide 24/7 user support, improve response times, and reduce manual queries to travel focal points.
- Strengthen coordination with Security and UNDSS to ensure that travel to high-risk destinations is processed only after required security clearances and compliance checks.
- Provide guidance and day-to-day managerial oversight to the Virtual Travel Hub (VTH), ensuring that the team delivers efficient, compliant, and client-oriented travel services to HQ, Regional Offices, and Country Offices.
- Manage, supervise, coach, and develop a team of travel professionals, establishing clear performance expectations, monitoring workload distribution, and ensuring adequate staffing and functional coverage to meet demand fluctuations.
- Promote a culture of excellence in customer service by ensuring the team responds to travel requests in a timely, accurate, and solution-oriented manner, fully aligned with UN Women’s values and service standards.
- Ensure that the VTH provides consistent and high-quality travel support, including request validation, booking coordination, ticket issuance, itinerary adjustments, cancellations, reimbursements, and post-travel reconciliation.
- Oversee the timely issuance, review, and reconciliation of cost-recovery invoices for travel transactions, ensuring accuracy of chargebacks, alignment with service delivery, and transparent communication with client offices.
- Drive proactive travel demand management by promoting early mission planning, aggregation of travel requests, and mission-level travel forecasting to reduce last-minute bookings and premium fares.
- Introduce structured escalation and triage mechanisms for urgent, sensitive, or high-impact travel cases.
- Strengthen cost discipline by actively monitoring fare volatility, route behavior, and carrier performance, and by recommending better routing or booking strategies where policy allows.
- Ensure robust emergency travel support capacity, including after-hours response protocols, crisis travel arrangements, and rapid coordination with UNDSS and TMC emergency desks.
- Reinforce segregation of duties and ethical safeguards in travel operations, ensuring no conflicts of interest in booking, approval, reconciliation, or vendor interaction.
Manage the implementation and continuous improvement of the travel system and tools.
- Serve as a primary business focal point for travel-related system functionality in the UNall travel solution, Quantum ERP travel modules, and any auxiliary travel tools or platforms.
- Coordinate the identification, prioritization, and specification of system enhancements, ensuring alignment with organizational policy, user needs, and operational realities.
- Draft detailed business requirements and functional specifications for new features or modifications, working closely with IST, TMCs, and system vendors.
- Manage and coordinate user acceptance testing (UAT), scenario-based testing, and validation of enhancements before deployment.
- Promote and support digital innovation by integrating automated workflow engines for travel approval and routing, AI-powered compliance checks and predictive risk-scoring, travel analytics dashboards with real-time insights on cost, volume, and patterns.
- Support development and deployment of digital tools that streamline operations, including automated reconciliation tools matching tickets with travel authorizations, digital document management and paperless workflow systems, automated notifications and reminders embedded within travel systems.
- Collaborate with IST on resolving system incidents, improving data quality, enhancing system stability, and safeguarding user experience.
- Ensure effective integration and data flow between travel systems and related organizational platforms (Finance, HR, Security, vendor systems), supporting end-to-end coherence in the digital ecosystem.
- Promote “policy by design” by ensuring that systems default to compliant behavior (advance purchase, lowest logical fare, correct class of travel) rather than relying on post-facto controls.
- Ensure system resilience and continuity by supporting contingency solutions for system outages, emergency scenarios, or vendor disruption
Strengthen travel analytics, performance monitoring and compliance
- Develop and maintain comprehensive travel analytics dashboards, KPIs, and performance indicators to support strategic oversight and decision-making.
- Conduct trend analyses on travel expenditures, booking patterns, vendor performance, advance purchase compliance, last-minute travel, class-of-travel adherence, and budget utilization.
- Transform raw data into actionable insights, identifying opportunities for cost savings, increased efficiency, improved policy compliance, enhanced planning and forecasting.
- Lead implementation of automated compliance controls and monitoring tools, including algorithmic or AI-driven rule checks embedded in travel workflows, systems to flag policy violations or potential fraud, predictive analytics to identify travel patterns at risk of non-compliance.
- Produce detailed compliance reports and regular management briefings summarizing exceptions, risks, emerging trends, and recommended interventions.
- Support organizational audit readiness by maintaining thorough documentation, supporting audit inquiries, and tracking implementation of audit recommendations.
- Strengthen transparency and accountability by ensuring data integrity, promoting evidence-based decision-making, and integrating analytics into travel policy reviews.
- Provide insights to inform periodic policy updates, system enhancements, and adjustments to operational procedures.
- Establish clear accountability metrics linking local operational behavior to managerial responsibility, including persistent non-compliance, excessive exceptions, and chronic last-minute travel patterns.
- Develop benchmarking analyses comparing UN Women travel performance against UN system peers and best practices to inform management decisions and reform priorities.
Deliver training, capacity-building and knowledge management
- Develop and deliver training programmes, workshops, and webinars for staff at all levels on travel systems and policy provisions.
- Maintain and regularly update travel guidance materials, including the Travel Knowledge Book, FAQs, SOPs and templates.
- Facilitate peer learning and cross-office knowledge exchange on efficient travel planning and best practices.
- Provide targeted coaching to travel focal points, operations teams and newly appointed staff.
Participate in inter-agency activities and foster collaboration
- Represent UN Women in inter-agency meetings and working groups to ensure UN Women’s interests are reflected in common system activities related to common services and premises, cost recovery and cost sharing arrangements, privileges and immunities, entitlements and salary surveys, and security.
- Implement harmonized travel services and elaboration of proposals/ analysis of requirements for inter-agency LTAs, introduction of joint procurement for the UN Agencies in line with the UN reform;
- Liaise with UNDP and other UN agencies on travel and administrative issues, activities, and collaboration.
- Advocate for UN Women’s operational realities in system-wide travel reforms, including common services, ERP harmonization and cost-recovery models.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation
- Support missions, special events, surge demands, or emergency response operations requiring enhanced travel support.
- Contribute to business continuity planning for travel management functions.
- Provide surge management during global crises, humanitarian emergencies, pandemics, or security escalations requiring rapid scaling of travel support and policy flexibility.
Supervisory/Managerial Responsibilities: The Specialist will be responsible for managing and providing strategic guidance to a team of travel professionals within the VTH, ensuring effective service delivery, adherence to policy, and high standards of client support. Recruitment Qualifications:
Education and Certification:
• Master’s degree or equivalent in Business Administration, Public Administration, Information Technology, Finance, Logistics, Travel Management or related field.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• Travel, IATA, or GDS certifications (e.g., Amadeus, Sabre) are an asset.
Experience:
• Minimum 5 years of progressively responsible professional experience in travel management, travel operations, or related administrative services is required.
• Experience in policy interpretation, advisory services, or travel compliance oversight is required.
• Experience working with ERP systems (Quantum/Oracle/PeopleSoft) and travel booking platforms is required.
• Experience delivering training or capacity-building programmes is required.
• Experience in working in a computer environment using multiple office software packages, experience in handling of web-based management systems and ERP systems is required.
• UN system experience including with UN security travel requirements, and LTA management is desirable.
• Supervisory experience or experience leading a team is desirable.
• Experience in working with the ERP systems Quantum and PeopleSoft, Oracle or similar is desirable.
Languages:
• Fluency in English is required.
• Knowledge of French/Spanish is desirable.
