Senior Project Manager - IT Service Management / Product Owner

Position : Senior Project Manager - IT Service Management / Product Owner Location : Bonn, Germany Type : Full-time Project Overview: We are looking for an experienced Senior Project Manager to take responsibility for a subproject as a Product Owner , leading a development team responsible for designing and implementing Service Request Management processes as part of the establishment of an IT Service Management (ITSM) platform. The successful candidate will oversee agile development activities, manage project deliverables, coordinate stakeholders, and ensure the successful implementation of ITSM processes while meeting project timelines, budgets, and quality objectives. Tasks and Responsibilities
- Lead and coordinate a development team as Product Owner using Scrum events and backlog management.
- Gather, clarify, define, and document Epics and User Stories, including corresponding acceptance criteria.
- Ensure successful subproject delivery within agreed timelines, budgets, and quality standards.
- Support the overall Project Manager with project planning, progress reporting, and project governance.
- Coordinate dependencies, risks, and changes across multiple subprojects.
- Manage stakeholders and ensure effective communication between development teams, business units, and project management.
- Take responsibility for project cost controlling, budget monitoring, and regular project reporting.
- Drive continuous improvement initiatives to enhance collaboration, team efficiency, and development processes.
- Support the implementation and optimization of Service Request Management processes within the ITSM platform.
- Identify project challenges, develop appropriate solutions, and ensure effective risk and change management.
- Bachelor's degree in Business Administration, Information Technology, Computer Science, or a comparable field.
- Alternatively, completed commercial or IT vocational training combined with at least 10 years of relevant professional experience .
- Project Management certification: IPMA Level D or equivalent .
- IT Service Management certification: ITIL Foundation V3 or higher .
- Agile certification: Scrum Product Owner II or equivalent .
- German language proficiency at C1 level .
- English language proficiency at B1 level .
- At least 4 years of professional experience in IT Service Management (ITSM) projects , particularly ITSM platform implementation, development, or migration, preferably within public-sector environments.
- At least 3 years of proven experience in ITSM Service Request Management .
- At least 6 years of relevant professional experience as a Product Owner .
- Strong practical knowledge of agile project management methodologies, particularly Scrum.
- Proven experience managing development teams, product backlogs, Epics, User Stories, and acceptance criteria.
- Experience in project planning, cost controlling, stakeholder management, risk management, and project reporting.
- Experience using Jira or comparable project management tools .
- Very good knowledge of Microsoft Office; experience with MS Project is an advantage.
- Ability to coordinate complex IT projects and manage dependencies across multiple development teams.
- Strong teamwork, collaboration, and interpersonal skills.

- Willingness to travel up to 20% of working time.
- Availability for hybrid work, with approximately 40% remote working.
- Willingness to undergo a potential SÜ2 security clearance , subject to applicable security regulations.
- Ability to provide evidence of required qualifications, certifications, and relevant professional experience.
- Required certifications must be valid at the time of submission; equivalent proof may be accepted where permitted.
- Relevant professional experience must be supported by a CV, employment references, or project references. The specified minimum experience periods must represent continuous, substantive work in the respective areas during the period immediately preceding submission.
- Project references, where required, should include the industry, project title, brief project description, assignment duration, and a detailed description of responsibilities.
